Ensure that it is unticked, and then the Dock should now remain visible at all times unless you choose to go full-screen on an app. Another way to access the Hide setting is to right-click on the dock itself. As there are icons for various apps already in place, you'll need to find the vertical line on the right hand side that separates the apps from the Downloads and Trash section.
Hovering the cursor over this will change it into a double-ended arrow. When you see this, right-click to open the quick settings menu. In here you'll see the option to Turn Hiding Off. Have you tried the other solutions in the mean time? That second thing is amazing. I use my launchpad accessed via a touch pad gesture, which I much prefer to using the dock. Maybe you could update your original post with a summary of how things have moved on since the original question was asked.
No, I never tried the other solutions as none of them would have done everything I was looking for.

I just think that given all the other more precise methods of interacting with Finder, the dock is antiquated. I didn't want to spend resources on it. I agree about the dock and now use my mac without it.

What is it that still troubles you about using Joonas' solution? Thank you for explaining WHY this can't happen. Now I know that I need to stop waisting time with this idea. Thank you. This idea is definitely not a waste of time, there is a very good solution detailed by Joonas below, which I have tried and works exactly as though the Dock is completely gone.
If you really want to check it out momentarily there's a keyboard equivalent for toggling the Dock, which you can customise in System Preferences:Keyboard:Shortcuts. I like the usability of seeing everything and not having the added step of waiting for the dock to appear and retargeting the mouse to the right icon.
Remove the Dock
It felt slow and annoying after a while. I use the dock a lot though. The extra space is nice. Always hid it until I got a 27" iMac. It's not obtrusive at all with that much screen space. I've thought about putting it along the side, but I have a lot of crap in it and it would be a tight fit. Plus, I can't decide which side, I'd prefer "both" as an option! I also auto hide the menu bar at top. So much screen real estate.
Not sure why I didn't do it sooner.
